The President is accountable only to his country, in his political character and to his conscience. However, even if the present Constitution makes the president commander-in-chief of the US armed forces, the president’s authority to deploy forces on his own initiative is regulated by Congress under Article I, Section 8, which reserves to Congress the power to declare war, and under provisions of the War Powers Resolution of 1973. This resolution was the result of many instances when the President had totally gone too far in using this so-called inherent power. Today, the system of Checks and balances is applied by the American government which is guarante ed by the constitution; whereby branch of the government has some measure of influence over the other branches and may choose to block procedures of other branches, like the Congress for instance. Checks and balances prevent anyone branch from accumulating too much power – like the executive branch where the President belongs - and encourage cooperation between branches – like the executive branch and the legislative branch (where Congress belongs) - as well as engage in a comprehensive debate on controversial policy issues.
